Coordination and Partners


EL PAcCTO is coordinated by two institutions specialised in cooperation project management: FIIAPP and Expertise France, and has two european partners: IILA and the Camões Institute.

  • The International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) is a public sector foundation under the Spanish State cooperation system. It works at the service of public administrations by managing the participation of their various agencies in technical cooperation programmes and projects, thereby promoting their internationalisation.

  • Expertise France is the French agency for international technical expertise. Its mission is to satisfy the demand of partner countries that want to improve the quality of their public policies to respond to environmental, social, economic and security challenges.

  • The Italo-Latin American Institute (IILA) is an International Organization with headquarters in Rome, whose members are Italy and the 20 Latin American Republics. Its main objective is to develop and coordinate numerous cooperation activities and initiatives among its member countries in the economic, social, cultural and scientific-technical fields. IILA is a Permanent Observer in the General Assembly of the United Nations and collaborates with intergovernmental organisations, institutions and specialised entities to strengthen Italian-European and Latin American relations.

  • The Camões Institute is a public institute with its own administrative and financial autonomy. It aims to achieve excellence in all aspects related to coordination of Portuguese foreign policy in the fields of international cooperation and the promotion of the Portuguese language and culture.
